Wisconsin Home Energy Assistance

The Wisconsin Home Energy Assistance program (WHEAP) helps  you pay for your home energy costs.  The program in Dodge County is operated by Energy Services, Inc., under the direction of the State Department of Administration, Division of Energy.

Eligibility Guidelines

Households with low to moderate income are eligible.  Many households with income from farms, offices, factories and other work places receive WHEAP assistance.

You may be eligible if your gross income for the last three (3) months is less than the amount shown below for your family size.

Program services are available without regard to race, color, sex, age, religion, nation origin or mental or physical handicap.

Heating Assistance

WHEAP Heating Assistance is a one-time benefit payment for each heating season (October 1 through May 15).  It is intended to help you pay a portion of your heating costs.  it is not intended to cover the entire annual cost of your home heating costs.

The amount of heating assistance benefit depends on your household size, income level and household heating costs.

Your Heating Assistance benefit will be sent directly to your fuel supplier.  You will receive a notification from the Division of Energy informing you of your benefit amount.  Your vendor will credit the amount to your account.

Crisis Assistance

If you have no heat, if you have received a disconnect notice from your heating fuel dealer or if you are nearly out of heating fuel and do not have any way to pay for heating needs, you may be eligible for Crisis Assistance.  WHEAP Crisis Assistance provides both Energy Services and Proactive Services.

The Public Benefits program has enabled the Energy Program to expand services to assist with non-heating electric costs.  You may be eligible to receive a benefit for your non-heating electric energy costs.

Application - Setting Your Appointment

You must fill out an Energy Services Program Application form with the Dodge County Energy Services Office at Beaver Dam.  You will need to provide information on your household's income and heating costs.  Only one (1) member of any household may apply.  The benefit is for the entire household.

You should receive a check or letter within 45 days after you complete and submit an Energy Services Program Application form with all required information.

If you are homebound and are not able to apply in person, ask the Dodge County Energy Services Office at Beaver Dam for special help to apply.

Weatherization Services

Weatherization Services can help you reduce your home energy costs and conserve energy.  They can make your home more comfortable: warmer in the winter and cooler in the summer.

Weatherization Services may also save you money by reducing your energy consumption.  This could mean more money in your pocket.

You may be eligible for Weatherization services if you are eligible for Wisconsin's Home Energy Assistance Program (WHEAP).  When you apply for WHEAP you will be considered automatically for weatherization services.

If you are a customer of a large natural gas or electric company, you may be eligible for weatherization and other services they provide.  For information on programs through your utility, contact your gas or electric company.

What To Bring To Your Appointment

Avoid unnecessary delays in processing your application by being prepared.  The following Checklist will help you be sure that you have all the information you will need when you apply.

 

Bring one of the following documents for every person in your household:
Social Security card;

Or

 

Official government document identifying the person by name and showing the Social Security number.


Citizenship: If you or any member of your household is not a citizen of the United States, bring:

Alien status card with INS number.

Immigration Papers.


Heating Costs: Provide evidence of your household's primary heating costs for the 12 month period September 1 through last August 31.

A budget billing statement from your fuel dealer;

 

Or  

A statement from your fuel dealer giving your heating costs for that period;

 

 

 Or

Copies of your heating bills for that period.

If you have heating bills for more than one fuel source, bring copies of those heating bills.


Non-Heating Costs:  The new Public Benefits Program has enabled the Energy Program to expand services to assist with non-heating electric costs. You may be eligible to receive a benefit for your non-heating electric energy costs.

Bring copies of your electric bill for the same time period as your heating bill.

   

Landlord:  If you rent bring:    

The name, address and telephone number of your landlord or building manager (the person you pay your rent to);

Or

Your rental agreement.

Child Support Paid:  If you pay child support, provide evidence of the support you paid during the last three months.

A printout from the CS agency or from the WI Support Collections Trust Fund showing the amount of CS paid during the last three months.

 

 


Interest and Dividend Income:  Provide evidence of your household's interest and dividend income for the last 12 months:

Last year's 1099 from taxes

Or

Schedule H - Homestead Credit

Grants or Scholarships:    
A copy of your award letter from the school or organization providing the grant or scholarship. NOTE: All money received other than monthly will be prorated.    

Other Income:  Provide evidence of your entire household's gross income for the last 3 complete and consecutive months (do not include data for the month you are applying in).

 

Wage income:

Pay stubs;  Or   Pay statements;  Or   Copies of paychecks.

 

Self-employment income:

A copy of your most recent federal income tax form 1040 including Schedule C;

Or

Your personal records for self-employment income and expenses.

 

 

Farm income:

 

A copy of your most recent federal income tax form 1040 including Schedule F;

Or

Your personal records for farm income and expenses.

 

Land Contract income:

A copy of the contract and schedule of payments;

Or

Copies of checks you received.

 

Rental income:

A copy of your most recent

federal income tax form 1040 including schedule E (supplemental income);

Or

Rent receipts;

Or

Your records of rental income and expenses.

 

 

SSI Benefits:

 

A copy of the SSI award letter;

Or

A copy of your bank statement if your SSI check is sent directly to your bank;

Or

Copies of your SSI checks.

 

 

 

Social Security Benefits:

 

A copy of your Social Security check;

 Or

A copy of your bank statement if your Social Security check is sent directly to your bank;

Or

You may authorize the agency to get the information directly from Social Security.

 

Pensions:

 

Pension check stubs;

Or

Statements attached to the pension checks;

Or

Copies of your pension checks.

 

Veteran's Benefits:

Copies of your checks;

Or

The most recent letter from the Veteran's Administration stating your monthly benefits;

Or

You may contact the Veteran's Administration and request a statement of your benefit amounts.

 

Unemployment Compensation:

A printout from the unemployment office, verifying the checks you have received;

Or

Copies of each unemployment check you received during the last three months.

 

 

General Relief:

 

Stubs or statements from the checks;

Or

A letter from the General Relief agency stating the amount of your assistance;

Or

Copies of your checks.

 

 

Child Support Payments Received:

 

A printout from the CS agency or from the WI Support Collections Trust Fund

showing the amount of CS received during the last three months.

 

 

TANF/W2 Benefits:

 

Copies of your checks;

Or

Check stubs;

Or

Award letters;

Or

A letter from the county TANF/W2 agency stating the amount of your assistance.
